Most HBCU’s are state funded and as such have racial diversity goals and do admit minority (white students on scholarships). HBCUs are needed because of their legacies. Are they progressive? It depends upon your meaning.

First of all, HBCU are not segregated. Yes, the majority there are black but there are other people (whites, Asians, Indians, etc) that go there too. Besides, HWCU exist, except they don’t call themselves that but go inside and you’d fine 98% of them to be white. I do think many are progressive, wonderful example would be Howard University in Washington, DC. Tuskegee University in Tuskegee, AL, particularly their Veterinary medicine program—it’s very competitive.
Anyway, your education, wherever you get it, is what you make of it most of the time.
